Yes, you can use the cooking vinegar you have also.. (not the American style apple cider vinegar though..because the flavor is a lot different from normal vinegar..) Frying mix is basically wheat flour mixed with some seasoning or other ingredients that make delicious batter for deep fried food.. (And, yes, I cleaned and re-oiled the pan between sides, shook the pan, and let it cook on medium for about 5 minutes.)

I tried these, and the flavor was AWESOME!!! But after I flipped them–even with periodically shaking the pan–when I turned them out the seafood was all stuck to the grill, and pulled out of the pancake. (I just put it back in the middle and folded the pancake over to hold it all in–tastes just as good, but not as pretty).

The only thing I can think is I had too much seafood, not enough batter….?

I absolutely love 해물 파전! Actually, I love anything with seafood. 🙂 I usually add green onions to the mix but I will try your technique and put the 파 directly on the pan.
